Super Prompt Pay Program (SPP)
Purpose and Objectives of the SPP program
- To expedite payment for qualifying Subcontractors performing work or
supplying materials on a construction project.
- To provide opportunities for Small Businesses to broaden and enhance their
range of capacity to do business on City construction projects;
- To expand the number and quality of City suppliers and enhance competition
for City contracts; and
- To administer the SPP in a manner consistent with applicable federal and
state law.
EligibilityTo be elegible for the Super Prompt Pay Program (SPP)
your firm must meet small business size standards. The City of Austin adheres to the
small business size standards established by the U.S. Small Business Administration (SBA) set forth in 13 CFR Part 121.
Small business size standards are usually determined by the number of employees or the three year average
gross receipts of the firm. Based on your business industry code you must either submit tax returns or the
latest employee quarterly report from the Texas Workforce Commission for review with your application.
