Draft Fiscal Years 2009-14 Consolidated Plan

The City of Austin has prepared a draft five-year Consolidated Plan for fiscal years 2009-14. This five-year Plan includes funding recommendations for the fiscal year 2009-10. The Plan sets priorities for funding for the Neighborhood Housing and Community Development (NHCD) Office, as well as those HUD funds that are managed by the Austin/Travis County Health and Human Services Department (HHSD). The U. S. Department of Housing and Urban Development (HUD), through four grant programs in the last five years, allocated $69 million to the City of Austin.

The City receives the following four formula grants:

  • Community Development Block Grant (CDBG)
  • HOME Investment Partnerships (HOME)
  • Emergency Shelter Grants (ESG)
  • Housing Opportunities for Persons with AIDS (HOPWA)

The City of Austin chooses to include all funding sources, including local funding sources, in all of the HUD planning documents to increase opportunities for public input beyond federal requirements. To view the Final Consolidated Plan, go to the Reports and Publications page.

Public Input on FY 2009-14 Consolidated Plan and the FY 2009-10 Action Plan

The City of Austin Neighborhood Housing and Community Development Office invites you to provide feedback on the Fiscal Year 2009-14 Consolidated Plan and the Fiscal Year 2009-10 Action Plan. The Consolidated Plan will be used to identify community priorities to fund housing, community development, economic development, and public service needs. Copies of the draft plans will be available at the following community locations.

Public Outreach

The Consolidated Plan includes many opportunities for public input. The City completed the needs assessment stage of the public input for the Consolidated Plan. The needs assessment stage, January 1 through March 13, consisted of public hearings, an on-line and written survey, stakeholder meetings, and written comments. See the results of the needs assessment public input below as available.

The draft comment period will be the next opportunity for public input. The City will release a draft FY 2009-14 Consolidated Plan, as well as a draft FY 2009-10 Action Plan in June 2009. The draft will have a 30-day comment period, with 2 additional public hearings, in front of Austin City Council and the Community Development Commission. Check back to this website for upcoming dates on the draft. The Consolidated Plan will be due to HUD on August 15, 2009.

The following outlines the public input from the needs assessment stage of the FY 2009-14 Consolidated Plan.

Public Hearings

The City of Austin hosted five public hearings through the following public forums: Community Development Commission, the Austin City Council, the Community Action Network and the HIV Planning Council. The purpose of the public hearings was to gather information from citizens about the community’s needs and priorities.

Stakeholder Meetings

As part of the public input process, the City conducted a series of stakeholder meetings with nonprofits, service providers, government partners, and other invested partners to receive targeted feedback for the Consolidated Plan. View the Summary of Stakeholder Meetings.

Citizens also submitted public feedback through a survey regarding the needs of the City of Austin community.

Written Comments

The public submitted written comments regarding the Consolidated Plan and Action Plan through March 13, 2009. The City will utilize written comments to help identify community needs and allocate funding accordingly. The Draft FY 2009-14 Consolidated Plan and the FY 2009-10 Action Plan will be published for additional public comment in June 2009.
