The Office of the City Auditor (OCA) has two main job titles: Auditor and Audit Investigator. The Auditor function is primarily responsible for conducting performance audits while the Audit Investigator is primarily responsible for performing investigations of fraud. Each of these job titles has four levels. The first level is basically the "learning and doing" level. The second level is responsible for team/project leadership. The third level is responsible for leading multiple projects. The fourth level is for audit managers who are appointed by the City Auditor, and on a separate pay model and evaluation system. All levels are expected to perform audit or investigative work as needed. Within each level are six zones that are differentiated by pay and expectations. Each level and zone is a specific pay amount, not a range, so all employees at the same level and zone earn the same amount of pay.

For levels 1 to 3, the Office of the City Auditor is on a career ladder pay band structure. This means that promotions or salary increases do not rely on vacancies in higher positions to occur. Rather, auditors must meet and/or exceed the written expectations for their level/zone in order to realize an increase in pay. Annual evaluations are conducted by a committee of three and take into account the results of the various project evaluations that occurred throughout the year. Pay decisions are based on the annual appraisal and funding availability.
